Updated Air Dispersion Model Versions for Ontario
As of April 1, 2018, the Ministry of the Environment and Climate Change (MOECC) has adopted new regulatory air dispersion models for the province of Ontario. The notice replaces the previous regulatory air dispersion models under O. Reg. 419/05 with the following updated model versions:
- AERMOD dispersion model: Updated to AERMOD version 16216r (version date December 20, 2016); previous version 14134.
- AERMET meteorological pre-processor: Updated to AERMET version 16216 (version date December 20, 2016); previous version 14134.
- ASHRAE method of calculation: Updated to Chapter 45 (Building Air Intake and Exhaust Design) of the 2015 ASHRAE Handbook – HVAC Applications.

Additional air dispersion modeling resources for Ontario can be found at the ministry site for Rules on air quality and pollution. This includes Regional Meteorological Data for air dispersion modeling reprocessed and updated for the new model versions.

Identifying Risk Receptors in IRAP-h View™
When conducting a human health risk assessment according to the U.S. EPA-OSW Human Health Risk Assessment Protocol (HHRAP), Chapter 4 of the protocol provides direction on evaluating ‘exposure scenarios’ in order to estimate the type and magnitude of human exposure to emissions from compounds of potential concern (COPC). These ‘exposure scenarios’ include adult and child farmers, residents, and fishers.
When analyzing residential areas near sources of COPCs, it can be difficult to know where the best location is for calculating risk of the exposure scenarios. Air dispersion modeling conducted in the area will produce maxima for multiple pathways – particle, particle-bound, vapor, and vapor mercury – for air concentration, dry deposition, and wet deposition; and these maxima can occur at unique calculation grid nodes.
To aid in identification of maximum air modeling parameters, Lakes Environmental’s IRAP-h View contains the Receptor Identification Polygon tool.
To Define the Highest Modeled Air Parameters:
- Select the Risk Receptor Identification tool located in the Application Toolbar.
- Click on the drawing area where you want to locate the first polygon corner.
- Move the cursor to the location of the second corner and click again. Do this until you have digitized all the polygon corners. To close the polygon, click inside the small square surrounding the initial polygon corner, or click the right mouse button.
- When you finish defining your polygon, the Risk Receptor Identification Polygon dialog is displayed.

For each maximum air parameter, you can select which exposure scenarios to apply at that location by selecting the appropriate column. Once selected, IRAP-h View will place markers at the identified Risk Receptors and conduct risk calculations for the appropriate exposure scenarios at these locations.

States to Sue EPA Over Failure to Enforce Landfill Gas Rules
April 4, 2018 - A coalition led by California Attorney General Xavier Becerra and the California Air Resources board has announced plans to sue the U.S. EPA over its failure to enforce existing landfill methane regulations.
The coalition announced its plans on March 23 when it submitted a 60-day notice of intent to sue the EPA over the matter. In addition to Becerra and CARB, the coalition includes the attorney generals of Illinois, Maryland, New Mexico, Oregon, Rhode Island and Vermont, along with the Pennsylvania Department of Environmental Protection.
Virginia DEQ Ordered to Update Regulations, Improve Transparency
April 4, 2018 - The Virginia Department of Environmental Quality is being told to updates its outdated regulations, strengthen enforcement of environmental standards, identify the causes of permitting delays, and improve transparency.
Governor Ralph Northam signed an executive order that effect on Wednesday.
"I am proud to take executive action to safeguard Virginia's environment and improve the quality of life for all Virginians," he said. "DEQ has protected our air, water and land for 25 years, and we must ensure that the agency has the resources it needs to continue to protect our natural resources from pollution."
Anthropogenic Lead Still Present in European Shelf Seas
March 29, 2018 - Lead (PB) is one of few elements for which the impact of human activity on the marine environment is clearly evident. It has no biological function and is toxic to humans and marine organisms. The anthropogenic perturbation dates back to the middle of the 19th century, with coal and leaded gasoline combustion serving as major Pb sources to the atmosphere. Anthropogenic Pb is transported in the atmosphere over long distances and deposited in remote areas resulting in enhanced Pb concentrations in surface oceans of >190 pmol kg-1 during the peak of the Pb emissions in 1970-80. These are about 100 times higher than natural background levels.
Trump Administration Takes Key Step To Rolling Back Auto Fuel Standards
March 28, 2018 - The Trump administration has begun the process of rolling back tough fuel standards for America's car and light truck fleet.
The Environmental Protection Agency and the Transportation Department have opened the public comment period on the rewriting of standards for greenhouse gas emissions for cars and light trucks for model years 2022-2025.
"We are moving forward with an open and robust review of emissions standards, consistent with the timeframe provided in our regulations," EPA Administrator Scott Pruitt said Friday. The 45-day period allows for the public to comment about regulations before proposed changes.
Many Environmental Protection Programs Around the World Poorly Designed, Ineffective
March 26, 2018 - Incentive programs to encourage farmers and other landowners to protect the environment are key to conservation, but new research shows issues such as lack of enforcement undermine their effectiveness on a global scale.
These programs, called Payments for Environmental Services (PES), are a way to improve environmental management and livelihoods by attaching a dollar value to the benefits nature provides, such as clean water and air. They have been in place for two decades, but their design and cost-effectiveness are a concern for experts.
Roy Brouwer, professor of economics at the University of Waterloo, co-authored the study with researchers from Peru, Brazil, France, Germany and Spain. They analyzed data from programs on six continents aimed at preserving watersheds, forests and biodiversity. Their findings appear in Nature Sustainability.
Cutting Carbon Emissions Sooner Could Save 153 Million Lives
March 19, 2018 - As many as 153 million premature deaths linked to air pollution could be avoided worldwide this century if governments speed up their timetable for reducing fossil fuel emissions, a new Duke University-led study finds.
The study is the first to project the number of lives that could be saved, city by city, in 154 of the world’s largest urban areas if nations agree to reduce carbon emissions and limit global temperature rise to 1.5°C in the near future rather than postponing the biggest emissions cuts until later, as some governments have proposed.
Premature deaths would drop in cities on every inhabited continent, the study shows, with the greatest gains in saved lives occurring in Asia and Africa.
